Biography

Peter has extensive and diverse experience in the private and public sectors, with expertise in the areas of intelligence, information operations, policy development, capability analysis and development, and event planning and management.

Peter has a strong background in intelligence and security. As the first Director of the Australian Defence Force Intelligence System Staff he was centrally involved in conceptualising and developing a new intelligence system for the ADF including planning the structure of the system, formulating intelligence related policy, preparing statements of user requirements and priorities, and determining an integrated approach to the management, development and delivery of intelligence training.

Additionally, he has extensive recent experience as an intelligence analyst in both the private and public sectors. This includes intelligence reporting on a range of issues including political, strategic and military developments, and societal and law enforcement issues.

Peter is the principal developer and author of the Australian Army’s publication on information operations, including operations security, which is due to be released in late 2007. He is also participating in the development of security policies and procedures for government organisations at both the national and state levels.

As the Director Future Capability Analysis in the Department of Defence, Peter was extensively involved in long range capability development planning. This included collaborating in conceptualising and planning the development of the structure and capabilities of the Australian Army in the 21st century, and of capability and interoperability aspects central to the defence relationship with New Zealand.

Other recent projects have included evaluation of the Australian Government’s multicultural policies and programs; and participating in the creation and operation of the Muslim Community Reference Group established by the Australian Government in September 2005 to report and make recommendations on a range of issues relating to Australia’s Muslim communities.

Peter has good knowledge of the region. He was a member of the Australian Defence Staff at the Australian Embassy in Tokyo for three years and has also represented Australia at international conferences and seminars. He also has extensive experience in organising and implementing multi-faceted events, including in Asia as well as Australia.

Peter is a graduate of the US Department of State Foreign Service Institute in Yokohama, Japan, and of the Australian Army Command and Staff College. His tertiary qualifications include a Master of Arts in Strategic Studies from the Australian National University.

Peter holds a current security licence in the ACT (17710981).
