Tertiary qualifications - Diploma of Engineering and a Graduate Diploma of Security Science.

Security Industry Licence - current ACT No 17705044.

Security Status - Top Secret security clearance sponsored by the Department of Foreign Affairs and Trade (DFAT).

Experience and Qualifications

Wal has more than 40 years work experience in the public and private sectors, with expertise in the areas of security intelligence, risk assessment, information protection systems, security policy development and training of same. He is an expert in the risk management process and its application to security requirements at both the strategic and working level. He has been involved with the development of several risk management methodologies and software over the last 25 years.

Wal was involved with the testing and evaluation of security construction and equipment for many years and chaired interdepartmental committees,namely; the Security Construction and Equipment Committee, The Forcible Attack Working Group and the Administrative Security Equipment (and Policy) Committee. These committees made recommendations on the implementation of security construction and equipment and the application thereof within the Commonwealth Government.

Wal was responsible for setting much of the Commonwealth’s security policy during the period 1987 to 1997. He has provided security advice to almost all Commonwealth Government agencies on security threats, security risks and security policy at some time during his 14 years in the Commonwealth public service. He worked closely with the Australian Trade Commission and the Department of Foreign Affairs and Trade travelling extensively internationally to assess security risks to many of Australia’s official overseas posts and residences.

Since leaving his Commonwealth government position, Wal has provided his services to a broad range of clients, including the Sydney Organising Committee for the Olympic Games, the Department of Defence, NSW Critical Infrastructure Group, Melbourne Port Authority, the Department of Foreign Affairs and Trade (DFAT), Parliament House, Canberra, the Commonwealth Department of Transport and Regional Services, the Australian Agency for International Development (AusAID), and many others in addition to a number of private developers in Sydney and Canberra. 

Currently, Wal conducts security awareness training for DFAT personnel including security awareness for Australians being posted to official posts abroad.

His most recent security risk assessments for DFAT involved the RG Casey Building in Canberra and Australian embassies in Wellington, NZ; Beijing, China; London, UK; and Jakarta, Indonesia.

Wal has deployed to Timor Leste and the Philippines several times on behalf of Intelligent Outcomes in the last two years.

Reporting and Negotiation

Wal has been preparing complex engineering and security risk reports on a regular basis for over 35 years.

He has discussed engineering and security risk matters with people from all levels in government and private enterprise. He has delivered training in the engineering and security field for over 30 years.

Risk Management

Wal has been involved with risk management commencing with engineering risks and then moving to security. He was instrumental in introducing risk management into the public service generally and for security in particular. He has written many programs and is currently involved with the testing and proofing of several more including the latest version of Scuta (risk management program) developed by Intelligent Outcomes.
